While users can now claim unique wallet handles via cloudflare.pay, the full functionality for stablecoin funding and agent payments is still forthcoming. Cloudflare has stated that these advanced capabilities will roll out “soon,” positioning the current launch as a foundational identity layer rather than a complete payment service.
Cloudflare builds dedicated wallet system for AI agents
Cloudflare’s new wallet infrastructure outlines a structured framework for AI agents operating within the burgeoning digital economy. The system introduces two distinct wallet types, each tailored for different levels of control and autonomy.
Account Wallets serve as the primary control point, managed directly by human owners, whether they are individuals or organizations. These wallets facilitate funding, withdrawals, and the crucial delegation of spending authority, ensuring human oversight of the digital assets.
Two wallet types: account and virtual
Virtual Wallets are specifically engineered for the AI agents themselves, operating through API keys. They receive delegated spending authority from their associated Account Wallets. Cloudflare envisions agents leveraging these wallets to acquire various digital resources, including APIs, Model Context Protocol (MCP) tools, data, AI inference, and online content.
This dual-wallet model ensures AI agents can function autonomously while their financial activities remain within predefined human-set parameters. It represents a pragmatic approach to granting AI financial agency, ultimately keeping control firmly in human hands.
Human-readable identities simplify agent interaction
Alongside the wallet system, Cloudflare has rolled out cloudflare.pay, which creates human-readable identities for AI agents. Businesses can assign clear, descriptive addresses such as “research.example.cloudflare.pay” to specific agents.
This system allows merchants to easily identify and interact with software associated with particular organizations, similar to how the Domain Name System (DNS) links readable website names to internet addresses. The wallet handle connects to an agent’s cryptographic key, augmenting rather than replacing the underlying verification process.
x402 protocol drives AI agent commerce
At the core of Cloudflare’s agentic commerce vision sits the x402 protocol, an open, internet-native payment standard. It cleverly repurposes the HTTP 402 “Payment Required” status code to facilitate instant stablecoin payments directly over HTTP requests.
When an AI agent requests a paid resource, the server responds with an HTTP 402, detailing the price and settlement instructions. The agent then processes the payment and resubmits the request, including proof of payment. This creates a frictionless, machine-to-machine payment mechanism.
The x402 protocol’s development and adoption
The x402 protocol was first introduced by Coinbase Developer Platform in 2025; Erik Reppel, Head of Engineering at Coinbase Developer Platform, co-authored the x402 whitepaper. Cloudflare later joined Coinbase to establish the x402 Foundation in September 2025.
The foundation aims to maintain x402 as a neutral standard, ensuring it doesn’t fall under the exclusive control of any single company or blockchain. The Linux Foundation announced its decision to host the x402 standard in April 2026. The standard officially launched operationally with 40 members on July 14, 2026.
This growth underscores the protocol’s emergence as a vital component in the infrastructure for agentic commerce.
Robust controls limit autonomous agent risks
A central design principle behind Cloudflare’s new wallet system is the implementation of robust spending controls. These mechanisms are crucial for managing the potential risks associated with autonomous AI agents and provide human owners with essential safeguards.
Account Wallet owners have the ability to set specific allowances, curate approved merchant lists, and define maximum transaction sizes. These controls enable agents to test low-cost services without requiring human approval for every single purchase. This approach carefully balances agent autonomy with necessary human oversight.
Managing budgets and human intervention points
For example, a company could allocate a weekly budget to each employee’s AI agent for specific inference tasks. If an agent’s wallet approaches its predefined limit, it could automatically trigger a request for manual override, prompting an authorized administrator for approval.
Unexpectedly rapid spending patterns could also initiate a review, ensuring budgets are managed effectively and preventing unforeseen financial outlays. This offers critical protection against potential overspending or misuse by autonomous entities, a significant concern when dealing with secure digital assets.
Monetization Gateway and future access to funding
While the new AI wallet handles establish the buyer side, Cloudflare’s Monetization Gateway addresses the seller side of this burgeoning system. Announced on July 1, 2026, this gateway allows website owners and developers to charge for pages, datasets, APIs, and MCP tools, often on a per-request basis.
Despite the initial rollout, full wallet access—including comprehensive funding and complete agent spending capabilities—remains a future development. Cloudflare has confirmed plans to offer conventional funding and withdrawal methods, and will support direct stablecoin funding in eligible locations.
However, crucial details such as the specific stablecoins and blockchains that will be supported remain undisclosed. The company has yet to name a custodian, banking partner, or onramp provider. Pricing, transaction fees, and withdrawal limits also remain unknown, according to Cloudflare’s official announcement.
These outstanding details will significantly influence how widely companies can deploy the product, especially given varying regulatory requirements for wallet services involving stablecoin custody and fiat conversion across international markets. Cloudflare co-founder and CEO Matthew Prince and Chief Strategy Officer Stephanie Cohen are key figures overseeing this strategic initiative.
